I'm not sure what you're referring to, all of Lloyd's shorts were made prior to 1923 and would be PD.

i know he plays in aprox 200 movies made prior 1923 but the absent in public domain catalogues of those titles makes it smell fishy

i don`t know about america but here in europe we love slapstick from that era and the market for such movies would be huge at least for such with a well known name in it like buster keaton or harold lloyd
so i asume that there must be a reason that those titles are not sold by major pd distributors

A lot of silent films were destroyed or are in very poor condition. Check it out here:
